Telstra is making this service available on most NBN services.
If you are sending SMS messages, make sure the fixed service does not have silent line type "CLI blocking Only"(Product code LBONLY) or SMS send blocking (Product code SMSSNO), contact Telstra on 132200 (Residential) 132000(Business) to check/change this. Customers who wish to have a silent line and retain the SMS sending functionality must use the silent line type "CLI Line Blocking with Override" (Product code LBWOR) and change the CLIR override in the setup menu.
Talking Text SMS: Received calls from 0198339100 and 0198339999 is Telstra's Talking Text service. If you receive a call from this number it is someone trying to send you an SMS. If you have SMS capable equipment, T-hub, other SMS capable handset or a fax machine, it will be able to receive the message, otherwise it will read the SMS out to you using a computerised voice.
When you pick up the phone, say something to trigger the delivery otherwise it will start in about 5 seconds. It will tell you how many SMS messages there are in the opening greeting then begin playing the first message.
After it has read out each message it will read out the senders phone number and the time/date it was sent. If there is more than one message it will read out each of the messages in the order they were received. Each message is deleted once it is read.
During the message being read out you can press: 1 To replay the message (replay each message up to 3 times). 2 To reply to the message – Telstra customers. (See below for list of reply options). 5 To delete the message (If there are more messages, it will begin reading the next message). 6 To go to next message (It will automatically delete the previous message).
Reply messages: 1 yes 2 No 3 OK 3 Please call me 4 I'll call you later 5 Smiley face 6 Sad face
Once all messages have been delivered you will be given the option to go into settings by dialling 3 In the setup menu you will be given the following options: (1) Delivery mode – Talking text only or Auto detect (see below). (2) Night Time – (see below). (3) Ring time – (see below). (4) CLIR – for silent line services that wish to send messages.
Delivery Mode: If you have SMS capable equipment and want the SMS messages to be delivered as Talking Text. Auto mode – Delivers as Talking Text to normal handsets, and SMS to SMS capable handset. Talking Text Only – Delivers all messages as Talking Text.
Night time: You will be given these further options (1) Set non delivery time to Midnight to 8:00am (This is the default setting). (2) Set delivery to 24 hours. (3) Customise delivery time by setting the start and end times to times that suit you.
Ring Time: Set it to a custom value to hang up before being answered by an answering machine.
CLIR: Customers with Silent lines can still send SMS messages, however, in keeping with international standards, all SMS messages include the CLI of the sender. If you have a silent line you will need to change this setting to allow SMS messages to be sent with your CLI as the sender of the SMS. Changing this setting will not affect phone calls.
The above changes to your setting can also be made by sending the following SMS to 0198339999 BLOCKCLI.OFF - Always show CLI on calls from a silent line BLOCKCLI.ON - Block SMS message from being sent from a silent line*
SMSRECV.AUT - Set delivery to Automatic detection of SMS capable handsets* SMSRECV.TTS - Deliver all messages as Talking Text
CURFEW.ON - Turn the curfew time on from 12am to 8am every day* CURFEW.OFF - Deliver Talking Text Messages 24 hours CURFEW.ON START=xxxx END=yyyy - Customise the curfew time eg START=2200 END=0730 *Default settings
The Talking Text service will also do its best to translate SMS acronyms like LOL, ROFL AAMOF :smileyhappy: :-( etc Don't send emoji or emoticons.
If you are sending from a mobile to a fixed number, make sure you include the area code in the number you are sending to.
If you are with Telstra, you can dial 019833999 to access pending messages or change the settings (don't call 0198339100).

This is indeed the talking text message service. I had several of these calls last night and one this morning. I never answered them simply because the ring sequence suggested to me that these were overseas calls (i.e Indian computer 'fixers'). After I looked on this site here I did as someone suggested and send an SMS to my landline. The phone rang immediately with the 0198339100. There is a brief period of silence but eventually you will have a computerised female voice run through a menu and tell you how many msgs you have. I had seven messages; all from a local RSL trying to pre-sell tickets for function at the end of the week.

IU get calls ALL times of the day at random. I may even go a day without a call but other days i get calls 5 mins apart. First second its blank, no sound. Then its an office setting I can hear the others in the background. Finally, I get an Asian Female EVERY time, who asks for my girlfriends Lastname in a "Mr" form. I say and even my gf says "No, there is NO Mr. **** here, please stop calling, he does not live here, never has and never will. Just actually received 5 mins ago. pretty sure its telemarketer not quite 100% sure but 99.5% sure.

I have been receiving 15 calls so far from this number, every ten minutes. I don't care whether or not it is a talking text (as far as I know it is). I do not want talking texts. Quite some time ago I informed Telstra that I wanted to opt out of this 'service'. I just want this nuisance and nonsense to stop.

Dialing 0198339999 to retrieve any pending SMS messages is free, receiving SMS messages is free. Sending or replying to an SMS costs 1c each.

After looking up here and reading above comments, number maybe ok. I then answered and received voice message converted from txt from company that is posting an item to me that I recently ordered. menus within the system explain how it works. can also receive faxes etc . If you do not answer it retrys. my number is silent but my mobile provider has my home number

Received a call this morning. It was from OPTUS saying that I received a message on my landline. I hung up before I listened to the message. Don't know whether I will get charged for this call. I think this is an extra service from the telephone provider and, as far as I remember, I opted out, but still receive the occasional call.
