It’s Paypal authenticating your mobile number because you have selected to authenticate your self to PayPal’s login system while logging into PayPal.
Or
Someone has accidentally entered your number when trying to authenticate them selves.

It is a legit paypal number. Strangely enough they use it to validate that it is actually Paypal. Here is a response from Paypal:
.....the phone number 0458 729 725 or 0458-PAYPAL is the number that we are using to send PayPal notification on to your phone. We ask you to save it so you can easily recognized that the text message is from us. I am glad to clarify your query today.
