I didn't answer but they left a message in Chinese

No idea why they called, picked up the phone and it was a lady speaking in Chinese

Speaking in Chinese then hung up tried calling back says user busy , apparently the fax number for the Chinese embassy in Australia

Phone call came through on (02) 6228 3990. Chinese automated message.

Same as above. Answered call and female responded "ni hao ma" and started speaking Chinese, i hung up immediately - called back on a landline and the number is engaged. Google shows number is associated with the fax line for the Chinese Embassy in AUS...
