keep ringing for the last week although it has been blocked.

This number rings me many times a week.
Mostly cuts off after a couple of rings but several times rings until clicks on to Voicemail. When I check my Voicemail messages this number stays on the line for several seconds but does not speak!!
This is annoying especially as I am on the 'do not call' register.
