Caller: 0436 008 430 Legitimate - this number sends Covid testing registration numbers. You get one of these if you pre-register for a test online, and even if you don't, the staff at the testing facility may do it for you. The number is valid for 90 days, so you'll get a text saying it's expired some 3 months after you had the test. The website link is real - type it in if you don't want to click a link. https://testtracker.covid19.dhhs.vic.gov.au/citizen-prefill

I can confirm I received the original 'thank you' texts from this number when I got a drive-through test in October. The links are legitimate vic.gov.au links. Today (almost 4 months later) I got the 'your test registration has expired' text (at 4.52am, thanks for that you incompetent pricks). Registration number and links all check out. These are legitimate messages.
The people saying it's a scam are probably just the victims of a typo or wrong number taken down at the time of testing.

I got the above text but i did not get tested and i reside in NSW so I didn't click on the link in case of scam. The NSW Health texts dont come from a random mobile number.

This could be legit - we were given an URN number when we were Covid tested and it shows my URN number. This has come from a government link.

Poorly designed government system! Text looks just like scam, even though it's not. The gov domain website returns an error.
How hard it is to design a proper system to send SMS messages that don't look like an Indian scam?

Not sure if scam.or not. I of,course have been tested late last year at a drive though. I of course registered at the time and got text message. Have no way knowing this is legit or not but a text at 4am is not appreciated if it is and could be sent out business hours. Nor will I click on hyperlinks. Why not just tell you to go to www.xxxxxx.vic.gov to re-register and make it look less scammy if legit in this day and age.

Can confirm this is not a scam as it has my correct details from the day I got tested and signed up to have my urn sent to my phone. Only just recently got an alert the it was expiring but previous texts show it’s legit
