Scam. Robotic voice speaking, pretending to be from ATO.

balled from this number with comments that a document was returned unsigned and now a warrant would be issued for my arrest. Rest of the posts were very helpful. I didn't call back

Recorded message plays on answering, requesting a callback to the number because you've been "marked as tax avoidance and registered mail to your address has been returned undelivered". This is not the ATO - if you're concerned, get the number from the ATO website (ato.gov.au) and call them to confirm.
