I didn't answer, but my phone listed it as spam and I do not know who the person is. It is a safe bet, considering other comments here, that it is some sort of Chinese Communist nuisance.

SCAM call for sure - targeted people who can speak Chinese. The swindler cannot speak English. If you transfer to the swindler to talk in person, they will ask your name - do NOT tell them your true name.
