Claim to be from Frankston City Council. Refuse to remove my number from their call list and state they will keep ringing and ringing until I answer questions

Caller: 0485 881 239 Australia He knew my name, said quick survey. I replied not interested. He told me he will call me every day. He knew my suburb and told me he will visit me at midnight. I replied I will report you to authorities and he hung up.
