Your supposition that scammers are using legit numbers is very misguided. What you, and most other people do not know or understand is that the call is NOT from the number that displays on your phone. It's being "spoofed" (when someone disguises the number they are calling or texting from by changing their caller ID). Scammers also do not dial individual numbers, it's all computer generated and these scammers, have of late, started to pretend to dial from an Aussie mobile number e.g. 04** *** *** numbers as a ruse, as we've all caught onto the bogus BS numbers (landlines from other capital cities i.e. 03 or 08, or "overseas-looking" numbers (which we all now ignore). If you rang the number back, I can guarantee you that some innocent person will answer who has no idea that their number is being "spoofed".

Scam message received from this number. There should be regulations about cancelling numbers on which fraudulent activity has occurred. This number has been active for a year and still people are receiving scam. We must wonder how many fall victim to these.
