I have also received this. It is linked to Optus scam giving number details. Have reported and blocked this also. Police will investigate this scam.

Pretty sure my account for the mentioned tollway would have got me, considering it’s a different company!!
Linked address is a give away for scam!
And the fact that they didn’t include the administrative fee for processing the bill is a giveaway!
