i get pranks off this number saying they are the emergency departmet how dumb are these people..
i made some calls and done some re search the number belong to a chap by the name of Sean his a pretty wierd bloke, ppl be careful his a big con artist

This number “0400 000 000” is frequently used by people filling in on line forms, that will not process without a valid Australian mobile number. This said the number does not exist when called. I was told about it as the replacement for Whitehall 1212 the old Scotland Yard number. Frequently used years ago for much the same reasons.

Received a call - Missed it. Called back and got no answer. 2 minutes later they called back. I answered. Male voice asked who I was. I advised I was returning a missed call. He asked my name. I said they called me, so they should know. The man then proceeded to ask what I did for work. Told him he had the wrong number and concluded the call. Very Weird.
