They are still operating. Fairly unsophisticated. The current "MO" is: Unsolicited call with promise of funds. Then provision of the 03 phone number and a "File Number" to quote.
One calls that number and the arrangement is for a cheque payment to you via an Australian bank branch after you quote the branch a 6-digit pin code which will be provided to you, after you have transferred $170 "one-time registration fee" via international money transfer to: Harjit Singh Parmar, at an address in the suburb of Burari, Delhi, India. The 6-digit code to access your bank is supposed to come to you after that.
At which point I strongly encouraged them to cease their scamming ways.

got the same call. I called the guy a scammer and to stop calling.he replied i am going to keep going to call you. i hang up and soon after i got a call from this number (03) 8652 1447. saying his from some phone company.

Received a call from (03) 8652 1042 (female with Indian accent) advising she was from the Australian Grants Department and I had been one of 500 Australians successful in winning a $2600 grant quoting ref No. 177962. When ringing back to verify who they were, call diverted to messagebank and then advised messagebank full. This is clearly a scam and website confirms this, same as reference reported by Alfred below, as AGD do not cold call offering grants you have not applied for.

received 3 calls from (03) 8652 1042 from 'Kim' saying that they are from the Dept of Finance and that since I am reaching pension age, I need to call back to confirm my details or else i will not be paid my pension. They also gave a file number. When I called back from a private number, the message service said the mail box was full. Sounds like a scam.

I received a call from the "ATO" by a person named Joseph O'Connor stating that my name was selected from a survey and I was eligible for some $3,500 government grant. This call came from (03) 8652 1042

I recieved a call from the "ATO", person by the name of Felicia saying that because all my utility bills had been paid on time I would recieve a reinbursement of $2400. I just had to call (03) 8652 1042
