It is actually Guide Dog Pet Insurance.

They keep ringing and hanging up. If you ring back you get put straight on hold and you don't find out who it is for about 30 secs as it goes through the whole "Thankyou for holding" and then the "Guide Dogs Pet Insurance provides ..." (at which point I hung up)
