Keeps calling after someone who doesn't live at our address and refuses to give up calling even after being told that no one by that name lives at our address, and that we are not the home owner.

If you're sick of these callers, just tell them you have Solar Panels already then quickly hang up. They'll cross you off the 'Sucker-List' and won't call you again.
