Got a similar message myself, notably from a number starting with +972, which is Israel.

I got this exact same message. Deleted and blocked. Thank you to everyone who posted.

From +91 7877323360 PayPal: We detected a logi to your account from a new device in Perth. Folloiwng this, a payment attempto of A$415.00 to "Global Tech Services" was initiated. If you authorised this transaction, please disregard this message; the payment will process as normal. However, if this was not you, your account may be compromised. Rec'd the same SMS. Noted it was from +371 which is Latvia...definitely not PayPal but a scam

Says they are PayPal, want me to call about 'a charge made on my account'
