Same as previous. I used to work for an authorized agent of Telstra (i.e. operating with full consent and permission from Telstra), who would "warm" call people from a list of Telstra clients, trying to upsell them on plans. May be similar relationship between Optus and NTC - if have asked for clarification from Optus as to whether NTC is an authorized agent or not, but no reply yet. FWIW, NTC webpage has a link where you can enter your number to "Opt Out".

Scam where they ring you mobile from land-line (08-) number and quickly hang up. When you call back, they ask you to call this number 1800 283 174) back, then claim to be representing OPTUS. From a quick Google Search of NTC Voice Solutions, it seems to be a scam, and not connected to OPTUS.
