is a solar power company most likely one of the ones in business for a short time then they disappear

Initial computerised voicemail left advising if I did not call the number back, they would have to issue a warrant for my arrest.
Second computerised voicemail left advised I had been audited and found to have committed tax fraud, if I did not call the number back they would issue a warrant for my arrest.
