Called me twice. No one talks when I answer. Now blocked

Called me twice, when I answer I don’t say anything and they hang up after 2 seconds

peddling electricity called twice.

Called me 3 times on Saturday

These same guys have called me atleast 3 times every Saturday for the past month. I’ve told them to talk me off the call list. They didn’t. I’ve then blocked them with several of their numbers yet somehow they are still able to call me on those numbers and I can still call them. It’s the same guy every time who calls. Some stupid electricity scam thing. I’m over it. Any permanent ways to block? Maybe find a way online? Or something? Anything would be awesome!!
