Second time they've called this month, but they don't try call properly, let it ring not even once before declining, never had a chance to answer nor will they leave voicemails (i wont answer unless i know who they are)

the above is true for me too, they've called twice recently and have not reached out in any other way. I'm not sure who this is and I no longer answer unknown numbers.
