Caller left line open. Audible background chatter and ?male voice directing others on how to "handle the difficult ones". I do not think that they were aware that the line was open. Call came through at 2210, not the usual time for these types of calls.
Mobile operator number belongs to Optus in Australia. 0466 090 404 telephone number was registered to "Unknown Number Inquiry Service" on 2021-07-20.
Most probably the usual where a number is hijacked (aka. Spoofing) by an overseas call centre (SCAMMERS).
