I got the same message today, except $11.73 plus 'To avoid interruptions proceed to - https://resolve-billing.com/cust?id=0400 350 276&amount=1173'. I just blocked the number.

Caller: 0457 700 952 Received text saying there was a problem with our "previous recharge," and telling us to proceed to a web address: "restrictions-optus.....etc." As I have just done a pre-paid recharge with Optus, I believed it at first. Stinking scammers are getting creative with time on their hands.
