missed a call...called back immediately... Optus wishes to advise that this number has been disconnected

I actually picked up a call from 0431 369 981 and there was an automated voice message saying "You are the only person in this conference"
So I hung up.

I received a hang-up message from 0011 6161 431 369 981 but haven't tried to call it. I thought the 0011 means international and 61 means Oz but I don't know why there were two.
