I called the number back and received a message saying that this number is not accepting incoming calls.

Said they were doing installations in my area and I might be eligible for a free government installs. when they asked for my address i said why did the Gov inform me of this and i am not giving any details over phone.They hung up.

They are persistent and had also called in the evenings.

I missed a call from this number - I did not answer it as it's not in my contacts. As I suspected from reading the comments, it's a scam.

I tried to tell them that they have called multiple times about solar rebate of which I have told before I already have panels...he would not listen and then said I was a FN B***H...not good for business guys. I have never once been rude. I work in a call centre. I know what it is like.

I said "shouldn't you already have it, you just said they were doing installations 'in my area', if you said that wouldn't you already know my address".
