Says I have an unpaid toll, pay up or receive penalty notice.

Someone sent me message from 0404 674 404. it said: "You have a toll trip on 6/8/2022 was not charge promptly. Please settle up payment, or you will receive a penalty...."

Text message said the same - unpaid toll, etc.

I received an SMS at 4am Sydney time saying I have an unpaid toll from last month and a random-looking link to pay the toll.
I never take toll routes, but thought I may have by accident because it was only $5.38. I went to pay it but all links on the credit card entry form could not be clicked. Looks like a scam.
