This person is trying to phish attack - pretending that an Apple ID has been blocked due to failed sign-in attempts, and the URL to logon and unlock captures your ID and password.

Same here. I received a message saying my apple ID has been blocked. I look up in the computer the website he wants me to go and it was a suspicious website. Dont click on it. Just ignore it.
