asking for my Domain name is still in use for my website

Caller: Indian Scammer Developers.

These people called me from a call center claiming they saw my domain name on my profile, which they didn't because I have no profile out there with the domain name they specified.
They requested that they could do work for me in the form of web development.
They said that they were cheaper than the local market, i.e. Australia.
They charge $17-19 per hour, where the "local price" is $35 per hour.. .

Thing is.. Spending the money locally means that I keep the money in the country keeping the market strong, instead of sending Australian money out of the country, destroying the market here, destroying jobs in Australia, and putting people out of work, just to save a few dollars. but if I spend the money in Australia, those that do the coding would probably purchase my products, so the money would come back to me anyway. And it would keep the Economy strong.

They didn't understand this concept.

He was very hard to understand on the phone. He is from East India where the company is. I know the company, and they have multiple identies that I have spoken to before, even tracked the down multiple times. Just waiting for them to get taken down.

Who really owns this phone number though?
