Phone stalkers, will not stop calling!! Absolute worst!

Why they keep call even you never answer it. Do they know the word "stop" is very annoying because sometime you wait for a important call but then some wired number call and start to advertise you when you really don't want it or there important thing to do. Hang up they keep call back, l think the gov should do something about this. For example if the call for one day and no one answer it then stop calling them again.
