Caller: Claimed to be from Victorian Energy Upgrades

I called the service provider for Victorian Energy Upgrades and they advised they are not calling residents who have received their mail circulated brochure. Residents have to call them to arrange a booking. It seems the scammers are targeting residents who have recently received the brochure. I don't know how they operate, I thought it may be a scam and refused to provide personal information. The caller had a number of techniques to prove their bona fides including referring the call to a supervisor, but none were checkable.
