Caller: Possible scammer robocall I answered a call that said it was from Melbourne , I answered the phone but didn’t speak waiting to see if it was a scam , no voice just hung up 3 secs after I answered .

Caller: Scammer person who called me on (03) 9003 1134 said they were calling from the Telstra Technical Department. When I questioned them as to why he was calling me, he said “do you think this is a joke” and then hung up. I tried to call the number back (voice message said “welcome to customer service”) but it only let me leave a message so I didn’t

I suspect it's either a scam or robocall. I missed the call and they never left a voicemail.
