Not necessarily true. I never tick the boxes, read the fine print carefully and have never entered a competition in my life. I certainly don't give out any personal details and am obsessive about my privacy. You are correct in that marketing companies quite legitimately purchase details in this way and then sell the databases to SOME legitimate - and quite innocent - companies. And not ticking the boxes does lessen it, that's true. However phone numbers that once were private aren't, and there's nothing we can do about that. I enquired about the rise in the last two years and was told by Telstra that you might not be in the phone book, but there is really no such thing as a private number. I don't think people know that - I certainly didn't. And I am on these lists thanks to an idiot who did enter a competition and got her number wrong (or deliberately gave a wrong one), so after all my precautions now they ring me.

The call is made to us because we stupidly give up our details for competitions. We stupidly give these companies the authority to go ahead and annoy us. Next competition you enter, take the time to read the SMALL PRINT!! or Simple solution, dont enter competitions where you have to answer a long list of questions which are normally around your insurances, like home and content, death, funerals, life plans, security in retirement.
If you want to deal with these items call a professional and dont sell your information for a win of a car or something like that. They are hooks. Our fault.

They rang and asked for bank account details straight away to see if i was getting quality service. Yeah, right. Even knew my name which is scary.
