guess this is a spam call, always get a similar call on mobile number not long after this one hangs up. now on blocked list.

I ignored the call, it went to my Voicemail, and was a male pre-recorded voice asking political survey questions.

Get "Truecaller" app for your phone if you can - it at least identifies the phone numbers which are SPAM, so you can reject those calls quickly.

I've 3 calls from this number over the past week. Either hang up before i answer or no answer. they will now be blocked

Call hangs up after about 5 seconds. Called the number and alway engaged. Just annoying, but now blocked.

All I know is this type of call is very annoying. Thought it may be junk, however, when I decided to answer, nobody spoke, so I terminated the call immediately.
