Foreign sounding caller asking for person who had my number over 3 years ago.

Caller ID displayed number as (03) 7286 3905. Initial delay in caller answering. Scripted conversation. Heavy accent. Audible chatter and similar scripted conversations in background. Energy comparison company offering "good deal". Will not say where they acquired name, address and other information from. Persistent, have called x 2 already today.

Scam col call claiming to be from Eco Solutions in Melbourne and claiming to have information that allows for solar panel rebate. Searched for said company and found a same name company about land and native flora management. Person kept suggesting to put me into a Supervisor but then backtracked and said Supervisor wasn't available. Person also said my phone number was gleaned from a national register.
Last I knew was that I was on the Do Not Call Register. It's clearly not working!
