Why did these phone scams all begin when the Indians started to arrive en-masse into Australia?

Number from Launceston, TAS 7250.
Called eight times today - could be more as only 6:20 pm at the moment.
My mother picked it up on the fifth call and was a woman with an foreign accent. Mum hung up and this person continued to throughout the afternoon and evening.

Called me twice today, Tuesday 4 June 2019. I blocked the first call immediately as the Caller ID showed the number area code would not be anyone I know. They called back again a few hours later and my phone identified the number and terminated the connection. Very likely the number (03) 6334 6291 was spoofed by a scammer/phisher. Anyone who knows me calls my mobile number, not the landline..

Multiple calls and silent when I answered

No one speaks when you answer. I called back. Their answering machine says please leave a message. Annoying!
