I called back number (02) 8311 6636 rang once then goes to busy tone.

You can post that this number is not a real person without being racist about it. Do better.

Couldn't understand what was said since it was in Chinese, but I've inadvertently picked up now a couple of times because it looks like a Sydney number. What kind of scam is this if you can't understand what they are saying?

Scam, a machine voice said I had a DHL package that needed to be picked up

This is a scam call. Don't take it. If you speak chinese, it asks you to call back another number and tries to con you

left a voicemail in Foreign Language. Sounds Chinese and like a recorded message

Twice in two days, the other number ends in 7072. It's quite funny, only because they're calling my tablet, and it displays as 'potential fraud', so I divert call and block it. However it wouldn't be amusing if it was my phone. Don't answer and block the number!

The message just said "Ni how - ching chong ching chong ching chong" I don't speak Chinasian, but it didn't sound angry like some other messages doing the rounds.
