How can these numbers call when most are not available to return call , what's that about Telstra ,they can harrass us but we can't call them out

Caller: Didn't understand the company name Calling from some company I never heard of, when I asked him the name of the company, he hung up! Apparently about the speed of our business internet.

Caller: Called herself Telstra There is a problem with your internet that lets nasty people access your private details. After a few minutes of giving her vague answers I hung up. Rang back on a different number and wanted to know if i was playing dumb then she hungup.
