(02) 4668 8956 is a dialler. It calls you waiting for a human response. These diallers are typically run by criminals looking for targets to rob, also they sell the numbers that respond with a human voice to criminal scammer organisations overseas. The ACMA and ACCC actively encourage these criminals by failing to police them.
