I rang back and spoke to Amanda who identified the location as the "San Remo Neighbourhood Centre" on the Central Coast of NSW (Between Sydney and Newcastle). It would appear people use this centre to make outbound calls for things such as "Bushfire Relief Fund", "Cheap Electricity Price Help" etc.

I have no idea if these are scams or valid organisations using a community facility so use your best judgement.
