YES this is Dun and Bradstreet breaking the laws. They have already been taken to court in SA for the manner in which they try to rip off the public @ debt collection for POWER COMPANIES in this instance. They have a set of rules and laws in which they are to follow but repeatedly ignore them. Their acts are seen as predatory. Report them to your ombudsmen or your local member. or ACCC.

Dear Folks,
Please be cautious and do not comply, answer or follow up with this number that is claimed and represented by Dun & Bradstreet.
1. This number begins with 02 which is for Land lines then 4040 9741 mobile number follows, if you notice. This shows that this number is not a genuine Australian carrier number. This number is acting as both a land line and a mobile number, this is what caused me concern.
2. Be it Dun & Bradstreet or a scammer, I refuse to answer this number again, nor will I follow up to this number, because this is unprofessional form of contact, harassment and falsely formed number.
3. I have received calls from Dun & Bradstreet many times before with foreigners with heavy accents speaking to me or answering me when I called them back. I have challenged Dun & Bradstreet against their spill that they cannot disclose any information based on the Privacy Act, but they failed to know what they were talking about and they were unable to quote or explain the relevant privacy act that they falsely use to withhold information from people like us when they demand that we give them information without them initiating important information that they should be giving us, if they are chasing us.
4. I received a no response from this number, meaning they call me and do not leave me a voice mail message. Dun & Bradstreet use many different numbers to call us and we are left to chase up and search who it is that called us, each time we are contacted by different, various numbers that we are not familiar with or we don't know. This misconduct is a major hindrance to our valuable time, each time we have to stop our daily errands and priorities to google who it is that called us, which adds inconvenience and troubles our already pressured daily lifestyles.
5. Please do not feel obliged to answer to an unknown phone number that seems to be listed or claimed by a company, in this case is Dun & Bradstreet Debt Collection Agency, because text messages are not a formal way of contact, only letters are a formal way of contact. You are not obliged or held accountable for not responding or following up to any text messages that invade your privacy or make you feel insecure, the way that Dun & Bradstreet do or any other debt collection agency or any other company or company type. You are not obliged, you do not have to respond or answer to any demands made to you to force you to give away any of your personal information, in fact it is best that you do not give away any personal information over the phone to any person or company who has not officially written you a letter and only first approached you with a letter. Otherwise, to this era of uncontrolled scammers, you would be putting yourself and your personal information at risk, if you respond to such text messages and demanding automated voice services.
4. I do not comply, nor follow up and I definitely do not give away any of my personal details to a company that starts contact with me by text messages or by automated voice services. Instead, a genuine company will always start contact with us with a formal letter, not by text messages.
5. Remember, you can always save this unwanted and unsolicited numbers in your mobile in your Reject List or in your Blocked numbers list or Blocked messages list, so that you do not have to keep chasing up and finding who the number belongs to and this way you can avoid answering it when you receive repeated calls from the same numbers that you wish to dismiss from answering.
6. I personally refuse to speak with and I do not continue conversations with any one who has an accent that is from a foreign country outside of Australia, if it is not a company that I have approached and am expecting to talk with and especially if a company that calls me and will not give me any information about their reason for their call, be it from overseas or in Australia, I refuse it and list it in my phone in my Reject list, not to answer them again. I refuse to answer any call or text received if I haven't received a letter from a company with a letter head that includes all of the company details that ASIC and ACCC requires to be written about the company, especially their Business name, Australian Business or Company number, address, which you can check by enquiring with ASIC and ACCC or on their website.
7. Please note that you can make a quick and short report of such unsolicited contacts, unsolicited text messages or automated voice messages left on your mobile or land line message bank. Because, none of these forms of contact are official from of contacts made to you and me. It would be helpful to all of us and all others who are suffering like us and being targeted and harassed by such companies, to report them to ASIC and ACCC. So that we can minimise the demanding pressures that cause us all stress, doubt, concern and fear added to our already exhausting lives that the government doesn't seem to care about.
8. Any company or person who causes you doubt, fear or concern thru harassment or when they hang up on you or they do not give you sufficient information about the reason for their call, you can dismiss the call and end the call without giving any information and without feeling responsible or accountable for not being involved.
9. Our government has made it difficult for us to trust callers from overseas that claim they are Australian companies, because we are not able to recognize a scammer call/text messages from a genuine Australian Company. The reason being is that our government has allowed Australian businesses to move overseas and still claim that they Are Australian and allows them to operate with Australian phone numbers and addresses that are both in overseas and not Australian located.
10. I refuse to deal with any company that claims that it is Australian but operates or deals from overseas. Why, because I cannot trust a company that is in Australia, so that should any insecurity or damages happen that I can prove within my country of Australia. I make no apology for this, I am not aiming to seem politically correct, if I'm dealing with an Australian company, I expect it to be in Australia, handled by Australian Citizens or Australian residents, not some Australian claimed company that is located overseas that deals with us and our personal information, yet we cannot tell if they are genuinely relative to us or are scammers targeting to steal our personal information to invade us in some way.
WE ARE NOT ONLY LOSING OUR COUNTRY: AUSTRALIA, BUT WE ARE LOSING OUR PERSONAL CONFIDENTIALITY AND OUR RIGHTS TO OUR PERSONAL DETAILS: BECAUSE ALL OF OUR PERSONAL DETAILS HAVE BEEN MOVED BY OUR GOVERNMENT GIVING RIGHTS TO OVERSEAS COMPANIES THAT CLAIM THEY ARE AUSTRALIAN. THIS IS WHAT HAS CAUSED US TO BE THE VICTIMS OF UNSOLICITED AND HIGH NUMBER OF COLD CALLERS AND SCAMMERS FROM EVERY WHERE, LEAVING UN VULNERABLE, INSECURE AND HELPLESS.
WE SHOULD NOT HAVE TO BE PUT IN THIS POOR POSITION TO CHASE AND FIND WHO AND WHERE THESE UNSOLICITED OVERSEAS CALLS ARE COMING FROM DIRECTLY TO YOU AND ME. ARE THERE ANY BUSINESSES LEFT THAT DO NOT HAVE OUR PERSONAL DETAILS, EVEN WHEN WE ARE NOT IN DEALINGS WITH THOSE COMPANIES THAT KEEP CONTACTING US AND HARRASSING AS FOR ANY REASON?!
