On the surface, this appears to be a number for combating Paypal fraud. Is it, or not?

Caller: Indian Scammer Received a message from this number claiming that my Mastercard and Visa had been used for a $1,300 purchase in China via Paypal. Thing is, my paypal account was locked out six months ago.
Do not call these people; do not give them any of your personal information. If you get a warning message, just delete it. Their attempts at identifying you are a joke.
