Who is calling

I have been getting a lot of these. Are they spare numbers that are being used to scam? I am now letting everything go to voice mail. Genuine people leave a message and have an identifiable result in here, otherwise I ignore. It is very frustrating as I am actively looking for business opportunities, but only get the flies
