Seems to be some kind of recorded message. It sounds as though it could be recorded in Manadarin, I’m not 100% sure of that.

Regardless, it gives out a pre-recorded message of a woman talking in a language I am not familiar with, without solicitation. Most likely some kind of scam, though impossible for me to tell.
