Phone flagged it as "Suspicious Calling Pattern" so I didn't answer

I don’t answer unknown numbers because of all the scammers. I have a VM message stating that and telling callers to leave a message so I can call them back. If they don’t leave a message I don’t return the call and I block the number. This is what has happened with this number.
