Sounds like a recorded prank call, but a good one that responds only when you speak.
The first 2 times it rang a female voice just said: "who are you?". Eventually, I decided to play the game because I still wasn't sure, so I said: "who are you?". The voice replied, "what's your name?" I replied the same in retort. Then it said, "Well you called my mobile", at which point I hung up and blocked the number.
It tried to call 6 more times after that.
It could have also been trying to collect voice samples for scamming purposes but I don't know.
