When I rang this number back I called a private citizen who definitely had NOT rung me even by accident. He was very alarmed that somebody had used his number (which I verified), checked his phone to be sure it had not rung somehow and is very concerned that someone has used his number. As the person calling hung up when the answering machine cut in I have no idea who rang.
