I've had multiple calls from this number over the past few days. They left a voicemail on one occasion, and I picked up on another occasion. For all calls, no one spoke on the other end. I just heard background noise, like someone had pocket dialled me, then after a few seconds, they just hung up. I have now blocked the number.
