Do not call register only applies to businesses within Australia.

Overseas call centres actually use the do not call register for a list of active numbers to target.

got a call from them and got another call a few days later with a similar number the whole number was the same except the last number which was now 6 both of which my phone is telling me are spam

I rejected the call as my phone told me it had been reported as a telemarketer. They left a message saying they were conducting "an important national survey" and would call back in a few days.
So much for being on the Do Not Call register.
