This machine man says I will be arrested unless I call him back. Gosh, I'm scared.

Caller: Calimed to be from ATO or representing them

I need to contact them immediately on some number (could have been the same one, didn't record it) or an arrest warrant would be issued for me. I was never identified by name, and details of the offence or reason for the warrant was never given. Sounded like an automated text-to-voice service as the number I had to call had the leading "0" dropped from the area code (e.g. a list in Excel where leading zeroes are removed)

A record voice message claimed to be from ATO. Threaten I have a law suit with ATO demand my return call or I will be arrested.

Didn't answer. Received a automated voice mail. Possibly a Scam call with a threat to issue arrest warrant if failed to respond.
