I didn't pick up the call but it did go to voice message.
When I listened to the message, it sounded like the operator forgot to hangup so I could hear the background noise of a busy call centre. Sounded like a lot of cold-calling in the background.

I've blocked the caller.

Ring us when it is nearly 5PM all the time and say nothing, and just hang up on me!

Called my mobile twice from “Eltham, Victoria”. I rejected each call. They didn't leave messages. Obvious spammers/scammers.
