Recorded message was presented with slow and gramatically correct manner with good diction and neutral accent, suggesting that they wanted to make a clear impression on older less tech savvy people. Definitely some form of scam, I assume that they want to take down older people and get them to provide credit card details for some magic fix to keep their phone service connected, then use the details for a range of fraudulent purposes.
