no message - when I tried to return the call, I received a message "this number is not connected".

I suspect another scam happening where the callers are using local numbers to call people and scare them about fraud action being taken against them by the Australian Government. A friend has this happen to her the next day after I had this missed call. her number was also a Vic one.
